U.S. Senator Jerry Moran (R-Kan.) has expressed his support for the Rescissions Act of 2025, following his vote in favor of the legislation. The act allows Congress to reclaim unused funds through a process that permits the President to petition Congress. According to Sen. Moran, "Congress holds the authority to fund the government and established the rescissions process to allow the President to petition Congress to reclaim unused funds."
The Trump administration requested a $9 billion rescission package as part of this congressionally-approved process. Sen. Moran noted that while the legislation provides flexibility on which funds can be returned, he included an amendment ensuring that funding will not be taken from commodity-based programs such as Food for Peace and McGovern-Dole. These programs are essential for providing markets for farmers and feeding people globally.
The Integrated Public Alert and Warning System (IPAWS), funded by FEMA, is not affected by these rescissions. Additionally, funding designated by the Appropriations Subcommittee on Agriculture for purchasing crops under Food for Peace and McGovern-Dole is also protected.
Last week, the Senate Committee on Appropriations approved the FY26 Agriculture Appropriations Act unanimously. This act includes $1.5 billion for Food for Peace Title II grants and $240 million for the McGovern-Dole International Food for Education program. It also requires a report on transferring the Food for Peace program from USAID to USDA.
