U.S. Senator Jerry Moran of Kansas, who serves as the chairman of the Senate Committee on Veterans’ Affairs, expressed his support for U.S. Army Captain Richard Topping's confirmation as Chief Financial Officer at the Department of Veterans Affairs (VA). The Senate confirmed Captain Topping with a 51-47 vote.

Senator Moran stated, "I am grateful to Captain Topping for his willingness to continue serving his fellow veterans in this new capacity." He added that he looks forward to collaborating with Captain Topping to enhance the lives of veterans and their families in Kansas and nationwide.

Before the vote, Senator Moran addressed the Senate floor, urging his colleagues to confirm Captain Topping's nomination without delay.

Captain Topping has a background rooted in military service and shared during his testimony before the Veterans’ Affairs Committee how the VA significantly impacted his life. The VA cared for his sister during her illness after serving in Iraq and supported his grandfathers, both World War II veterans, through college education via the G.I. Bill.
